JOB OPPORTUNITYThe Kings County Department of Public Health is seeking a proven leader for the position of County Health Officer. This is a single classification, responsible to the Director of Public Health, for providing medical oversight and enforcement of public health regulations for a variety of public health programs and services including emergency medical services, environmental health, vital records communicable disease control, public health nursing, emergency and disaster medical planning and public health education. This position directs the medical oversight and policy, retaining the powers, duties and responsibilities relating to the preservation and protection of public health. This recruitment is a continuous recruitment, which means we will accept application on a continuous basis. A continuous recruitment may be closed once the position is filled or at any time. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months. MANAGEMENT BENEFITSThis position includes a management benefit package including CalPERS retirement (click the benefits tab to determine plan/tier placement); County paid PPO insurance premium for medical, dental, vision and chiropractic insurance coverage for the employee and their eligible dependents; onsite health center for employees and eligible dependents on County health insurance; $50,000 term life/accident insurance; and 64 additional hours of management leave annually, of which 48 hours can be cashed out at the employee's option.EMPLOYMENT AT WILLThe County Health Officer classification is an at-will position, which is not included in the County's classified service and is exempt from merit system status. Equivalent to a Doctor of Medicine degree from an accredited college or university recognized or approved by the Medical Board of California or Osteopathic Medical Board of California. (Desirable:
Equivalent to a master's degree from an accredited college or university with major coursework in Public Health or a closely related field is highly desirable.)
Experience:
Four (4) years of experience practicing preventative or primary care medicine, including at least two (2) years of experience in a supervisory or management capacity; OR Two (2) years of experience practicing preventative, primary care medicine, or medical consultative services in a County or State Public Health/Human Services Agency, including at least one (1) years of experience in a supervisory or management capacity. Licenses:
Possession a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.Certifications:
(1) Possession of a valid Physician's or Surgeon's certificate issued by the Medical Board of California or the Osteopathic Medical Board of California to be maintained throughout employment. (2) Possession, or obtainment, of a Drug Enforcement Agency (DEA) Registration to be maintained throughout employment. (3) Possession, or obtainment, of a Controlled Substance Registration Certificate issued by the United States Department of Justice to be maintained throughout employment.Special Requirements:
(1) Qualify for security clearance through a background investigation and fingerprint check, which includes a credit check. (2) Ability to work irregular hours, evenings, and weekends as necessary, and travel within and outside the County. (3) Eligible to possess a valid National Provider Identification (NPI) Number. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
